Your right there were times that he was indeed shown as only a universal power also.

Beyonder was a half Cube being when he lost to full Cube being Kubik.

Beyonder (full Cube being) lost to full Cube being Owen
because Owen surpassed all Cube beings due to his humanity,
which catapulted his Cube being status far above average Cube beings like Kubik.

But, let's not forget that Beyonder contributed in the BEYOND-Multiversal feat, vs Owen.

"universal?" ... small change to Beyonder son.

The Maker lost to Thanos, after she k.o'd Thanos one-shot,
because the Beyonder re-incarnated in a vulnerable form,
which was literally stated to be the ONLY reason
Thanos beat this extremely watered down version of Beyonder.
And yet still, the Maker could've destroyed the 616 universe on a whim, if it wanted to.
But Thanos exploited the Maker's ridiculous physical fragile state.
