That was the Phantom Zone Child, and the second scan was after she willingly gave Luther her powers.

As long as there we no negative emotions from Luther, he would keep the power.

Luthor essentially was using phantom zone child's power in the Black Ring arc, So what luthor did phantom zone god/child should be able to do the same

^Yes, Luthor couldn't using Phantom zone Child power if he want to do negative actions( For example: Killing Superman), But before he trying to kill superman he should be as powerful as Phantom zone Child IMO^
