Not really, he doesn't have to be able to actually fight at lightspeed just to be able to hit her, people do get hit by people slower then them after all. All he'd have to do is to be able to fight at near lightspeed.

No... if someone could move 99% of lightspeed I guarantee that they'd have the ability to tag her(assuming they could counter her intangibility) even though she were a little faster. Some people are faster than others, but it's really difficult to totally avoid punches from someone consistently unless you're quite a bit faster.

Well whether or not he could do it in a forum fight is obviously dependent upon his feats and I don't know enough about the guy to know how close to lightspeed he can go.

I just wanted to throw that in there about the speed thing. I mean think about it like this, if you have low level super speed that lets you do 100mph in a fight. Even if your opponent only has 99% of your speed(so he's capped at 99mph), he's still got a good chance of hitting you. Superior speed is certainly an edge in a fight, but logically you'd only be totally safe if there's a significant difference.
