I would put a true heir of the Hokuto Shinken above the Raoh that faced Falco back in the day. Raoh got wtf-pwned by his teacher before a timely stroke saved his *ss. Then eventually Raoh became more powerful and a proper match to a full master, but back when he met Falco he did not have the same level

Falco hops in his Arwing and ends the fight.
