On average or taking examples of how he does against his rogues, he'd lose. How does this always work so well for the Flash, but not the Hulk? No, imagining him doing things he rarely does means Wally is boiling Hulk's blood, or burning his eyes out, or running through him and exploding him. Flash is way more versatile than just running fast.

As for Hulk....

Because it took very special circumstances for Hulk to say, become WBH. As per Pak, under whom a lot of his most impressive feats happened, he's CONSTANTLY running the gamma maths, to hold back. Even when he needed to (in other cases), he still held back.

Wally? Let's be consistent. He did a lot of his most impressive feats.... because he needed to.

Then there's the nature of their powers. Wally has his speed steal (for example). Hulk....well, he either punches or thunderclaps etc. It's kinda hard to hold back (CIP), to not kill, and at the same time be effective in a forum thread with these powers.

Speedstealing, on the other hand, doesn't kill or hurt the target. Wally would still be the hero his character is.
