What a cool concept for Leviathan (I may have to check out those books now) reminds me of the Outsider from Dishonored. But it seems to me Elaine is more powerful and has less limits (unless I'm missing something).

Really hard to say, as the full scope/scale of the Leviathan's power was left mostly ambiguous.

However, I get the impression that Elaine, acting in her full capacity as God, should encompass everything the Leviathan does... And possibly more. /shrug

Is the Unwritten story and the Leviathan part of Composite DC Cosmology? I personally don't think so

At the full scope, we're the people who give the Leviathan power.
