Just generally how do Sith Gain their powers and abilities with regard to dark side force abilities ? Is it done thru studying Holocrons, artefacts or mainly thru their masters ?
What does canon say about this ?

Through a combination of those factors usually.

Although intentions of the instructor, and the type of Holocrons and Artefacts obtained and processed independently - will shape the abilities of the practitioner/apprentice ABC in the end.

A few might attempt 'extraordinary' methods to achieve great power via Sith Sorcery but these experiments are usually extremely RISKY to undertake due to lack of formal guidance and may lead to ruin instead. Even the likes of Darth Bane resisted this urge after acquiring access to Revan's holocron which was filled with incredible knowledge. Tenebrae and Darth Nox became exceptions in a span of generations through time; Darth Nihilus was an ANOMALY subject to his experiences in (and around) Malachor V; Palpatine had exceptional guidance at his disposal via prior works of the Rule of Two lineage but he wasn't being careless either and bid his time.

For an aspiring Sith, there are two distinct curriculum (specializations) to consider.

1. Sith Warrior (emphasis on raw power and lightsaber dueling)
2. Sith Inquisitor (emphasis on learning/developing Force powers)

Sith lightning is an expression of aggressive feelings in the form of crackling bolts of energy (properties similar to that of lightning bolts), and can be utilized for various ends such as to torture, to burn, to sap energy (or will), and/or to kill.

Sith Inquisitors are proficient in the use of Sith lightning on average; encouraged to tap into their aggressive feelings to affect external environment without physical contact from a distance in different ways (i.e. Force powers) by relevant instructor(s).

Sith Warriors can be practitioners of Sith lightning and other Force powers nevertheless. Better to be proficient in different methods of power projection.

Generating lightning is more or less the same in canon. It is an ability that can occur spontaneously/naturally if the Force-user is sufficiently powerful and taps into their aggressive emotions deeply enough, allowing it pour out of them in the form of lightning -- as we saw with Jedi Dooku, Vos, and Rey.

...And lightning is obviously an ability that can be taught/learned via proper instruction as well. Though in canon, I don't know that we've actually seen one Force-user teach another Force-user how to produce it(unless the Ventress/Vos scene from DD counts.) /shrug

Awesome, cool! Not sure if this was mentioned in legends or canon is it true that if one wants to learn how to used lightening etc do they have to experience it being executed/done on themselves ie so the master/or teacher zaps them with it initially etc ?

Many have generated it without ever being struck by it themselves.
