They have never been in the same tier.

Their gap was closest in the 90s I think, but even then Superman defeated Thor in JLA/Avengers

The only time Thor might have had the upper hand was around 1986 with early Byrne Supes. But then again, even that Supes still did crazy shit like surviving going at it with PC Kryptonians on multiple occasions so...
