If he wasn't hindered by CIS or PIS. He has called a universal threat before.

Firestorm's potential is definitely universal:

Like Galan said it drpends who is in the driver's seat. It's been awhile since ive read FS but iirc sometimes he can/cant affect organics. Coupled with whatever level of intelligence the host has means he would get wrecked by all hut the weakest version of MM (sentry debacle)
