Are Sidious and Talzin the only characters who have used this ability in canon?

The Queen of Ktath'atn was able to use a variation of it on those who were connected to her "hive":

However, she used some sort of esoteric tech to drain non-hive members(like Luke) -- essentially hookah-smoking the Force out of them:
