Is he considered canon ? How powerful was he exactly compared to other Siths or was he the most ? And what were his powers and abilities?

He isn't canon.

1. No he's not Canon.

2. He's...powerful, though it's mostly scaling you would have to do since he didn't have an actual appearances. We know he was trained by Darth Cognus before leaving her after disagreeing, where he settled on Dromund Kaas where he would have found the Dark Temple there and trained others. No doubt this Dark Temple would have further knowledge and the like, along with it being a dark side nexus.

Given that Sidious' Hands were trained here, more than likely what they know, Millennial also knew, along with whatever the Prophets of the Darkside knew, as being also a Shadow Hand, Millennial also knows how to use Force Lightning and most likely other Force abilities given however long he trained under her, he should be quite skilled since he did escape from her wrath but only barely so. Also of course his Farseeing talent.
