If I remember right. The strongest saiyan in gt could maxed out around universal shackwaves and stuff. Since that's a rec level feat and 17 is blue level, imma say him

Yeah, #17 was almost as strong as Goku/Vegeta during the ToP, so he probably has SSB-level power... Which logically outclasses SS4-level power by a massive margin.
