Superman "femtosecond" gun feat isn't combat speed neither, it's travel. Where superman was as He started to accelerate is roughly 300 meters or 984 feet since he started from the water line and moved inwards of the city itself

Uh-huh. So by that design marvel characters like Silver Surfer and Gladiator have roughly zero combat speed feats as we have never seen them go multiple punches like Flash does.

It was an example of pure combat speed, Combat speed is how fast you can execute an attack or action. Yes, it does affect traveling speed somewhat and are definitely relative. In most situations combat speed happens within a certain radius from your pivot on either feat, travel speed goes beyond that.

No it isn't. It's combat. AS soon as combat is involved it's no longer travel it becomes a long distance blitz.
If someone who's faster than your perception was to actually spear/gore you they essentially blitzed, he had to wait for heimdall to blink and then blitz him with an attack.

If someone can Metroman the world (a nanosecond acts as minutes) then is it possible that they are not fast in combat?

I did. You ignored the feat.
The feat where a fraction of a nanosecond was like minutes to Superman. Superman walked around, had a long conversation, and loosened his tie all in the fraction of a nanosecond.

Superman was flying when he was perceiving things by the femtosecond.

And speed is irrelevant. If Superman can perceive things on the Pico or femto second level then you would appear as a statue. How would the statue hit Superman if he's perceiving on that level?
