Who is the weakest person that can repeat what Saitama did here? Please look at everything that is happening after he delivers the finishing blow. Also, look at the ease of the blow as well.

He tapped him across the chest and the shockwaves from that tap went throughout the city and completely stopped the rain which means that the shockwaves also went upward.

Hyperion MURDERED him. Broke his arm and I think a few ribs then killed him by ramming him through the planetoid and into a star.

Hard to say. I don't think I've ever seen a Marvel or DC character clear the weather as a side-effect of a single, casual punch.

Well the feat Carver wants is weird.

Yes, the shockwaves stopped the rain (which is what Carver is jizzin about).

That means we are basing the punch's power on collateral damage. Fine.very impressive.

None of the surrounding buildings, however, were damaged. None of the glass was shattered. None of the nearby humans were affected.

In comics, we have plenty of times windows in surrounding buildings were shattered from the force of a punch. So are they equal?

Yeah, it's weird. A pressure wave powerful enough to clear the sky of rain clouds should be powerful enough to level the city. Yet only the former happened, not the latter.

Ordinarily I wouldn't put stock into collateral damage, but as this challenge is about collateral damage, well...

Even Saitama's clothes aren't torn. Guess it's one of those PIS moments though. Then that begs the question if all the glass etc was meant to be broken, but as Magnon says, it's rare (I guess comics just don't have fights in the rain? Lol).

It's a strange feat.

Apparently the shockwave was powerful enough to blow apart the clouds above, as it didn't start raining again. Yet somehow it didn't affect any of the glass in the nearby buildings, didn't affect any of the bystanders, and only made Saitama's cape flap a bit.

How do we even begin to quantify that?
