Who wins?

President Lex, for me. Just in terms of the sheer number of bodies - metas and otherwise - he could throw at Frank. Sure, Frank would likely kill most of them, but the war of attrition would be won by Lex.

Well he first used his Apokolipsian armor while still President.....
