Hal's highest feat can match or top it.
There's no discussion to be had here.
Hal has a few incidents where he defeats someone superior to Zelia/Surtur with an all-out blast.

Abhi, how does any of that prove that Thor's Godblasts couldn't do similar or perhaps even more damage that Hal's energy output did to those particular characters?
The only solid thing that we know for certain, is that both attacks are completely different. Acknowledgement of this fact can lead to some very dramatic outcomes against random characters. What I mean is Character X may be as durable as Character Y, but Character X may be weaker against the power of Will, while Character Y may be able to absorb the power of Will, and vice versa when it comes to the Godblast.
We have no idea what effect a Godblast would have on the Spectre. He may absorb it, or be consumed by it.

If Batman gets hurt by Superman, that means nothing - maybe he's weak to Kryptonian meat. That doesn't mean Juggernaut could affect him with his punches.
