The Hands instantly erased the DC Multiverse and recreated it with a web of infinite multiverses. Pretty sure they stomp.

The Hands chokes TOAA.

The Hands and absolutely ridiculous, so I think I might need to side with them FRA. Granted, I'm not super big on the "cosmology", even if I know the basics.
