How is the Starbrand a High Herald power and not High Trans? That Brand has operated even higher than that, and will again.

modern starbrand is planetary, this was stated on panel multiple times

Starbrand fought the entire Avengers World on his own, a team that consist of a group of metas more powerful than the JLA and he was winning. He killed a Beyonder and before people bash him about the planetary attack, do the same to Superboy Prime who had the aid of a group of High Heralds and all of them still failed to dent earth. Starbrand also fought a gang of beings that was powered by Abstracts and he was winning. He does not belong in the Herald tier.
