If he doesn't job like he did to Steve, Spidey stomps. US Agent was nearly even against Falcon and Winter Soldier. Spidey straight up stomped both without effort. People always like to use his showing against Cap to argue him lower tier at the time, but that was straight up jobbing. They're not going to make Cap lose to a kid in his own movie.

Steve's jobber aura overwhelmed even Tony in that movie and somehow a guy that can take shots from a tank lost in H2H to a man on WW2 steroids.
