Why do the bad guys organize and act so effectively?

Mobsters, for example. Or race based militias, or idealogues, or terrorists.


Yet good people do not form counter groups as effectively, if they are formed at all. For example, if gang violence blights a town, what stops the people who live there from organizing their own gangs, to eliminate the threat to themselves?


Conversely, why are fascit governments able to use force against its citizens, yet citizens struggle to effectively organize themselve and fight back?


They are all people, aren't they? So what is the difference between them?


Is it money? But what about the rich people who support just causes, like saving elephants or ending poverty, or oppression? Can't they be counted on to invest in populations who need funding for physical defense?

Is it idealogy? But don't people get so angry at injustuce? Is the mobster who needs money more motivated then the impoverished victim of institutional oppression in the ghetto?


What, exactly, is the difference between the active oppressors and the oppressed?
