Do you think Eren from Attack on Titan is a good mention?

Could Piccolo lift it?

Depends on which version of Mjolnir we're talking. Some anime characters could lift it by being "worthy".

Some are so strong that I believe the rules would become moot.

I'm pretty sure OP means to have the enchantment be intact for the scenario.

Definitely not Eren after the final chapters.
