I think Franklin is responsible for celestial level mutations.
The competent answer would be to have the celestial goddess Roma make his decision for him and defeat the council with connections.

God Doom had the power of the entire Beyonder race funneled to him by Molecule Man. So he has more raw power than the Council but Reed is Reed. They'd still find a way to win.

After all, the few times the Reeds used a UN against the Celestials, the initial blast failed to damage them in the slightest. If they can't hurt the Celestials with a UN, they certainly aren't hurting Franklin.

As for Sol's Anvil: it is probably powerful enough to significantly injure Franklin IF the beam connected... But it also takes a considerable amount of time to power-up, and fires a single, uni-directional beam before having to recharge again. Franklin knows what the Anvil is capable of, so he would presumably disable it before a blast could ever be fired.

I also see the Entropy gun in the same vein: ie. it could potentially f*ck Franklin up, IF the beam struck him.


But where Franklin is concerned, keep in mind that apart from his universal warping abilities, he is also a very powerful telepath.

-As a child he was able to casually dismiss the Mad Celestials' attempt to mind-phuck him.
-As an adult, he was able to turn off the portion of Nathaniel's brain that allowed him to use his powers -- effectively depowering Nathaniel via subtle mind-rape.
-And most impressively, adult Franklin was able to telepathically manifest and commune with his child counterpart(and partake in extensive training sessions with him in the pocket universe) while he was actively riding the Revision Wave(ie. the collapsing of the primary branch timelines into a single, unified timeline) whilst also protecting himself and Val from its effects... For months.

tl;dr
It's also possible that Franklin could make the Reeds(at least some of those tasked with operating tech that could potentially injure him) simply 'forget' how to use said weaponry. Akin to this:
