I can't think of anything Reeds can do

they can bring UN in, bring Molecule Man in, bring a multiverse of army, bring living tribunal

How?

With prep they'd imprison him just as Mr. Oz (Jor-El) did when he trapped him in null space. I think that the better question is, could the Council of Reeds come up with a more permanent trap than the one that Jor-El came up with? They do have superior tech, if we include items like the Infinity gems, cosmic cubes, etc .

Honestly it's not what they do but how they do it

I would say the Reeds mix the powers of Mephisto, MJJ, The Runner, th midnighter, karate kid, earthprime supes, & zombie/WBH. They just make their own form of the super soldier serum SSS
