Mirror master does pretty well vs either Barry or Wally both are considerably faster than Jay and can maintain it for longer. I don't think Jay has much of a chance

Flash villains occupy that weird Limbo in KMC, where Flash's defeats at their hands is used as canon and not PIS (in certain people's minds) but it isn't used as a feat for the villains.

Take Grodd, as an example. He regularly beats the snot out of Wally, right? So if the gorilla can outspeed the Fastest Man Alive, AND is a telepath to boot, and it's canon/not PIS, then he should be pretty much able to solo Marvel Earth.

Of course, this is never acknowledged.

Still of they can beat the best DC speedsters that has to translate well vs one on a lower tier.

Jay has limitations that Barry and Wally don't duento age (like potential heart attack if his pulse gets over a certain level so he can't go light speed for fear of dying. I mean when he went to steal BAs speed to time travel he first went to say goodbye to his wife because he didntnexpect to survive - pretty big limitation)

A decent writer could just as easily put it that Grodd with his powerful TP and Mind Control maintains an area around him that a speedster isn't operating at their best.

When you look at specific enemies of Flash like Capt Cold, Mirror master they have a specific powers geared to male them more effective against speedsters than others. In Cold's case it's the Cold field that negates speed. In MM'S case he can be in the mirror dimension where essentially he's inside a reflection and therefore light. He can specifically fight vs someone in the physical realm whilst not being anywhere they can reach /get at him. He can have thousands of mirror duplicates occupying Flash's attention.

So one sided fight where only Flash is operating at his best and not Grodd. If they made it that way (which is what I would do if I were writing Grodd as an adversary to make it more interesting) then as soon as Flash enters the range of Grodd's diminished intensity field he wouldn't be able to operate at his best without intense focus. In the same way Capt Cold maintains a cold field that slows Flash down when he gets close.

I remember in pre crisis days, Grodd had some hormone field that made anyone approaches to him become his love slave or something
