Can Red Skull 💀 control the spirit?

The Red Skull seems to enjoy the horrors that he has created, and may be as immune to the Penance Stare as Thanos is. However, he simply lacks the physical stats that it would normally take for him to defeat Blaze, or Reyes, and Castle is completely out of the question. Not sure about the other Ghost Riders though.

Even if Penance Stare isn't working, GR still can kill him physically.
