Tough call. Both were pretty much the same guy.

Yet the Joker seemed to raise from nothing to Kingpin at a faster rate.
And I also see the Joker trapping the Crow no probs.

Top Dollar just wanted to cause fires throughout the city as a celebration of chaos, and do it again later.
Joker wanted to create chaos with no bounds. The whole world could've burned if he gained access to it.
