Ultron can't really win this, as he is not even remotely fast enough to keep up with Zoom. But Zoom could potentially phase his limbs past the tougher parts of Ultron's outer armour to screw around with the insides. He didn't seem particularly phase resistant, considering Vision's fingers appeared to phase right into his head when he cut Ultron off from the net.
