Electro from Amazing Spiderman 2.

The fight take place in Time Square.

Who wins and why?

I'd say Electro. He can possibly just melt Sandman into glass, whereas Sandman has no way to put Electro down. Electro is also in his element in Times Square, surrounded by electricity sources. Sandmans at a disadvantage
