Sidings is a better Swordsman. Far faster in a fight. Can read Gandalf before he makes a move, and he has access to stuff like Telekinesis and Lightning that is far and away better, more powerful, and easier to use.
what feats does movie only gandalf even have? sure he fought the balrog, but that thing was pretty much featless in the movie too. it was just a fire giant with a whip.
so unless gandalf pulled off some crazy feats in the hobbit movies (i never bothered to watch those), then palpatine rapes him with lightning and tk.

He displayed some TK abilities in his fight against Saruman and was able to make really bright lights. That's all I remember, otherwise he mostly fought with staff and sword.
Yeah, movie only Gandalf, though the fall through Kazad Dum, and the following 2 day fight from the bottom of that lake to the pinnacle of Zirak Zigil is quite literally his only real display of power. And though he could be considered comparable to Sauron as Gandalf the White later, thats... not really enough to sway the favor of the fight between him and Sheev. Palpatine has a weapon that in all likely probability cleave through Glamdring like it's made of Pig iron, and his powers are slightly faster to use, not reliant on a staff, and are by most reasonable accounts, more versatile.
Gandalf's strength is that he had reliable allies most of the time, and he's a good inspiring leader who can rally his teammates. Sheev commands his empire through cunning manipulation and fear, and later through fear.
Either because you are biased or have a poor memory.
Killed Balrog.
Stomped Aragorn, Legolas and Gimli at the same time.
Stomped Saruman.
One-shotted Olog-hai.
And so on, and so on.

What movie Palps did again? Oh, yes. Killed completely featless Council members and tortured Luke who refused to fight and threw away his lightsaber.
Featless and nameless (movies never explored any of them, we didn't even learn their names on screen) masters. Unless we count Fisto beating C-3PO, of course
Here on forums, that pales in comparison with showings against named characters with feats and good amount of screen time.

Palps' overreliance on Force Lightning is his greatest weakness.
If a beaten up cripple made Palps electrocute himself just by picking him up, imagine what a lightstrike will do.
Technically, your argument can apply to the Balrog as well as it was also featless. I do admit I had forgotten that he killed the Balrog. All I remember was them trading blows (sloppily) and Gandalf eventually escaping.
I also don't recall Gandalf stomping Saruman, in fact I'm pretty sure Saruman beat Gandalf.
Plus it's a stretch to say Gandalf stomped Aragorn, Gimli and Legolas. He blocked an axe, blocked an arrow, heated up Aragorn's sword. That's it.
Palpatine stalemated Yoda, and that was using lightning, TK and lighsaber.

Gandalf the Grey, yes.
Gandalf the White no-sold Saruman's fireball and nonchalantly broke his staff. A great example of how much more powerful he's become.
Heated it up, making him drop it. Effectively disarmed him.
