Full power blue is stronger. It didn't come out until Zamasu in the manga, and when Vegeta used it Beerus was impressed enough to compliment Vegeta on his progress.
Super Kaio Ken by contrast doesn't really have comparable feats. Helps against Hit, and anime Goku still did worse then manga Goku. He hasn't even used it after the Freeza and Gohan brawls. I don't remember him even using it on Jiren.
