Because I think you could argue that SSB+KKx20 Goku had matched his previous UI levels at that point(based on how he was holding his own against Jiren), and SSBE Vegeta was equal to Goku.
...Then GoD Toppo proceeded to casually wreck that same Vegeta, until his second SSBE powerup.
