Most dangerous non-Force sensitive?

Who is the most dangerous non-sensitive character in the Star Wars verse? I'd like to say Durge, but I'm not sure. Some would say Boba Fett. I've heard some say Mandalore.

I meant competence in combat. The Hutts are often only as good as those that work for them.
