Yoda would come close, IMO. Maybe Revan or Qel-Droma too. But Luke's at the top, as far as we can tell. There's more Sith who could challenge him.
And Bandon doesn't count. He transcends titles and organizations. He only affiliated with the Sith that one time in order to secure Revan's legacy. Revan was his homeboi after all.

Luke Skywalker's powers seem to change from book to book, which I suppose is reasonable. He is able to stop an ATAT walker in the graphic novel Dark Empire with telekinesis, and much later defeats Darth Ceadus, who has traveled the galaxy to upgrade his skills. In fact, he learns that "Teleportation-thingee" power faster than Jacen did, or so they say. He also learns to astro-project and gets even more knowledge from the Wills (is that right) and The White Current. His new fight against Abeloth will definitely test his powers though.

Because of his strength in the Force,[15] Bandon was capable of using many Force powers. He could use the Force to push his opponents to the ground and could use it to alter the air currents around his opponent, turning it into a maelstrom. This swirling vortex of Force energy would lift an opponent into the air, spin them around, and completely immobilize them. Bandon was also able to use the Force to render himself virtually invulnerable to most offensive Force powers for a limited time, demonstrating this against Revan.[2]
Bandon's strength with the dark side of the Force enabled him to use dark-sided powers such as Force lightning, and he also used the dark side to tap into his rage and direct it against his opponents.[1] He could use the Force to instill fear in his opponents, driving them temporarily insane. Bandon was capable of using the dark side to drain his enemies' life-forces, and to strangle his opponents. He could also use it to debilitate his victims, having it work as a fast-acting toxin.[2]
