"Faster than thought, he extended his left wrist. His slingshot snapped into place as his right hand flashed to his left and he pulled back on an energy ball."
-- Ezra's Gamble
Pretty sure this is like Vader's best speed feat, thoughts guys and gals tbh?

People think at different speeds, especially under pressure. It's much easier to rely on instincts and conditioned reactions than to think things through in the heat of the moment.
This means Canon Vader is faster than someone who's faster than Thought, which means canon Vader is faster than EU Vader.

A feeling of fullness, of power, of dark and demon mastery -- of secret lusts, unrestrained passion, wild submission -- all these things were in Vader's heart as he neared his Emperor. These things and more."
Trained Force-users are supposed to be very fast because they can augment their performance by using the Force.
Words/statements such as faster then thought, blur, wall of light, are just elaborations of "great speed" achieved during movement. These statements are not quantifiable however.
An actual confrontation will reveal who is faster.
