Is there way to make Midichlorian manipulation more mystical?

I'm doing some short stories about SW and I want to implement Plagueis's infamous ability but rewrite it where Midichlorians aren't apart of the Force at all. (In my stories Midichlorians are propaganda created to explain Jedi powers and those who have them are considered mutants by those who can't wield the Force.) Anyone wanna toss out some ideas?
