who do you consider is the best leader of evil forces/empires.
has to be someone that was evil or served evil empires or whatever
this includes everyone from marka ragnos to count dooku from vitiate to sidious or thrawn to onimi.

In his report to true sith empire he serve the tru sith empire cause.. In reality he is taking over the republic..
He have charisma the knowledge and the perfect stature of a leader.
Thrawn is not a really bad person but serv evil cause.
