There's a vast time difference between when Mandalore the Ultimate used em and then when they were used during the early TPM timeframe.

Even still, the only reason they would be rare or scarce is because....they just aren't viable anymore aside from a few things or if they are all an organization could use due to needing everything they could get their hands on.

In short, Turbolaser/Laser Cannon > Nuke that can only be used once.

Still many scien-fi universe proove it is hard to make nuke useless unless you have BIGGER NUKE.
In a world where base 0 druing Galatic size war conflict re currents....

Proton torpedo are also used only once, and their is a mass production even if Baridium is kinda are actualy... Even the reb use them Nova flare.....
And ammo weapon on capital ship still fine, because on short mission and defensiv operation you can replace life supports suplies with ammo suplies saving some energy in teh fire power to ridirect them in the shield or reactor... AKA that's why mass driver are good in SW universe...

But it take time preparation, You have to coordonate the star destroyer one over the equator the other in an polar orbit you have to charge the weapons,
Yhea a single one...But it can take 12H to one day or three....

To destroy a plannet quickly you have to mobalize an huge chunk of the imperial fleet...

That's why the death star have ben created...
