Arcann is slightly above Dooku as an overall combatant.
Vaylin is slightly below Dooku as an overall combatant.
Ven Zallow is slightly below Maul as an overall combatant.
Kao Cen Darach is moderately below Maul as an overall combatant.
Aryn Leneer is slightly below Maul level as an overall combatant.
Darth Marr is ambiguous depending on how you take his accolade. Likely Maul level.
Satele Shan is ambiguous depending on how you rank Marr and your own scaling of her power growth.
Darth Thanathon varies depending on the opponent.
Lana Beniko is moderately below Maul as an overall combatant.
Didn't include Baras and Angral since I don't really know where to place them.

-Arcann - as a Force user, he's nearly invincible as far as his defenses go; he tanked Valkorion's Lightning, though used through an inferior vessel and with weakened Valkorion, but that's still goddamned Valkorion. Overall, as a Force user, offensively at least, he should rank below Yoda and Revan, somewhere beneath Darth Plagueis too, and above Jacen Solo, Starkiller, Talzin, etc. As a combatant, with lightsaber, he's firmly above Darth Plagueis, Anakin Skywalker, Lord Scourge, Darth Nyriss. Around Outlander, below Revan, tier below Yoda.
-Vaylin - as a duelist, she's nearly trash. No real feats, getting defeated by her mother, who demonstrated rather poorly against Heskal and claiming to be far inferior to her children. She's Ki-Adi Mundi/RotS Shaak Ti level at absolute best. As a Force user? Above Darth Vader. Below Jacen Solo, slightly.
-Ven Zallow - as a duelist, sub Obi-Wan Kenobi level, slightly below Darth Maul, above Ulic Qel-Droma, Lumiya, Saba Sebatyne, Tresina Lobi, Darth Bane. Not sure about Force.
-Kao Cen Darach - Savage Opress level, maybe higher. In terms of the Force - above the likes of Ki-Adi Mundi, Asajj Ventress, maybe Saesee Tiin.
-Aryn Leneer - Obi-Wan Kenobi level in dueling.
-Darth Marr - rival to Darth Malgus; above Anakin Skywalker, Starkiller, at least overall; difficult to judge parity in his saber and Force skills, though.
-Satele Shan - in RotE, only Palpatine, Yoda and maybe Plagueis are more powerful than her in Force power and mastery. In Legacy, only Darth Krayt has some parity with her, but is still inferior. As a duelist, she should be slightly above Kenobi or Maul.
-Darth Baras - I'm not sure about him, honestly.
-Darth Thanathon - Clearly above Darth Plagueis or Talzin, and clearly below Yoda or Palpatine as a Force user. Not sure about dueling.
-Lana Beniko - Overall Savage Opress level.
-Darth Angral - Overall Obi-Wan Kenobi level.
