If Anakin had told the Jedi order Padme was pregnant?
Would there have been any possibility of reconciliation between the council and Anakin? Would he have been expelled and would the order have insisted on training Luke and Leia? Would they have ever been able to see their births as being the will of the force?

The Order could potentially reform. Especially if Anakin helped them detain Sidious. Combined with his defeat of Dooku he would have essentially single handedly defeated the Sith threat and fulfilled the prophecy.
The Jedi would probably care more about them being married than her being pregnant. The Jedi aren't celibate, so I assume they encourage being a dead beat dad to get more Jedi running around.
Knowing that Padme was about to spawn two force sensitives with unprecedented potential in the force, they'd make an exception and train the children as opposed to risking the possibility that they get seduced by the dark side. At that point, Anakin would then no longer need to hide anything about Padme, much less his visions and he'd be able to receive proper counseling from the likes of Yoda and Obiwan as opposed to Sidious. Anakin would not join the dark side and Sidious would die against Mace mistakenly believing that Anakin would come to his rescue as opposed to waiting patiently at the Jedi Temple.
