Was Vader summoning lightning?
Read a page on cbr, where they claimed that Vader was inadvertently summoning environmental lightning while bleeding his kyber crystal-

Do you think it's a possibility, or was it some kind of unexplainable byproduct of the bleeding process?

I know. But I don't think it was Vader's doing. Since Vader has never shown this kinda ability in the canon.

We saw energy/lightning being produced uncontrollably when Kylo bled his kyber as well:

So yeah, it definitely happens as a byproduct of the bleeding process itself.
As for the environmental lightning storms: keep in mind that Vader was also bleeding his crystal on the dark side locus/nexus on Mustafar, which allowed him to reach deeper into the Force than ever before:

So even IF Vader was inadvertently causing those storms, it's certainly not something he can do without being significantly amped.
