Do Sith kill for the sake of killing?
Obviously they are willing to kill anyone they need to fulfill their plans. But if there were no Jedi left, would the Sith still openly kill innocents? Are they truly murderous psychopaths?

Then you have Palpatine giving Tarkin/Vader permission to use the Death Star to wipe out entire planets, at a time where there were just a handful of [primarily inactive] Jedi left in the galaxy... And there are several other examples.
So yeah, Sith clearly do not shy away from killing innocents.
The Sith Order gives freedom to do anything. Some would, some would not.
I imagine Sith like Palps would. But then someone like Traya would not bother with such trivial and childish things.
