Current Ice man......otherwise Spiderman.
Spidey has taken it to Torch before...his webbing isn't flamable(atleast highly flamable) so most conventional Hu-Torch attacks can be extinguished with webbing. Of course Torch could go Nova...but that's a last ditch effort that exhausts him. If it didn't eliminate the entire competition off the bat, then he would be too exhausted to continue fighting.
Spiderman is also good at using the environment around him to gain an advantage. Be it a fire hydrant, water tower, or sprinkler system...he'd find a way to extinguish the Torch.
As for Daredevil....regardless of what comic history has shown, I'm of the opinion Spiderman would kick the crap out of Daredevil any day of the week.
