jack hawksmoor vs batman and /or superman in their respective cities.
so can jack hawksmoor beat Supes and Bats in their cities. does the city play favorites?

Hawksmoor is the god of the cities. Bats and Supes hang out in cities, but don't have a personal relationship with the city itself. Hawksmoor would easily beat Bats in a city, and while Superman would be a good fight in Metropolis, I'd still give the win to Jack.
Put them in a desert or even small town and Jack's screwed (at least against Supes...small town he might beat Batman) but the city wouldn't help team DC.

Batman isn't beating JAck.... Superman could do it though... if Jack gets time to use his power to his full potential he could beat Supes... but only if gets given a chance to do so

I don't think the cities help Supes or Bats out too much, they should be pretty resourceful at their point, particularly Bats.
