As good as ELectra is shes not better than Shang or Iron fist. Cap as a rep with guys like this and has stalemated Iron Fist before in skills.
Weapons: Electras says arent going to do much damage with Cap using the shield.
Pshysically.......shes beaten in every field.
Cap wins.
