Flash team wins.
Bart and Jay is faster than everyone on the speed team besides Reverse Flash. Bart, Jay and Reverse are all around the same speed. Quicksilver and Wizzer are non factors here.
Now the battle that was currently in Flash #224 would be more of a balance.
Replace Wizzer with Zoom and Quicksilver with Top and the Flash team loses bad.
