The fastest form of movement in Dragonball is "Instant Transmition" which Goku himself in the Trunks Saga described as light speed.. Superman is faster than this, and too fast for Brolly, he's also much too physical for Brolly. They never showed Brolly moving a planet. He could vibrate at a higher frequency than Brolly can see [since he can vibrate faster than TELEPATHS can see] then melt his brain through his eyeballs.
Or Martian Manhunter could fry his brain. Who is also a person Brolly couldn't even hit, since he just goes intangible.
Brolly's speed would be irrelivent.. Flash would take it. So he's standing still enough for Batman to even get hits in. Not to mention infinite mass punch, which Brolly even at full speed is too slow to dodge.
Shit, Plastic man would let Brolly's fireballs bounce off of him. He's completely unstoppable and indistructable. A force of the universe itself that pulled itself together over millenia and grew a conscience.
How about a lasso of truth to wrap him up with? Flash, you grab the other end.

They could move at light speed when he fought freeza on namek.
How can you explain them fighting and being all over the planet in no time.

Even though they don't use the full extent of their speed often after this doesn't mean they can't.
In fact, they can blow up the galaxy around the buu saga, but they don't ever do it, even though their powers are there. they have no need to blow up something they are trying to protect.

I was going by what Goku himself said about his own power, Instant Transmition, when he first was saying something like " I could have been here anytime, but I sensed that another Supersaiyan was here to deal with FReeza.. " He went into how he got with the aliens and everything, and he described it as light speed. Moving with the rays of light..And this is his fastest form of movement clear through even GT as Goku still uses it to get ahead of his opponents.. save the fire dragon..and... fusions, who are apperently limitless.
