His abilities aren't set in stone, but the writers have basically said his speed will now be time based. Instead of just running fast, QS' power comes from the fact that his atoms vibrate() so fast that he increases his own time field.
Basically propelling himself forward into time by vibrating out of synch with the common space/time continuum.
