Fight's too big...too hard to make an accurate judgement.
Besides Superman, who was written ridiculously inconsistent but had some great feats, most of the Golden Age people were less powerful than their modern-day counterparts. For that reason alone I'd hand it to the Authority.
Make it current though, and without the Doctor or Jenny Quantum, the Authority would be in some trouble.

What if I were to trim down the lineups to something like this:

Elijah Snow (balance)

Green Lantern I
Wonder Woman

Hourman

Johnny Thunder
happy :P
Gets rid of most the Street Levelers that would likely be killed in rather gruesome manners by Midnighter and I figured adding Sand and Fate would maybe make things closer. :/
