IMO Xavier wins. They fight in the astral plane which Xavier know very well. (for those who don't know the astral plane is a dimension that telepaths can enter and use to talk to other telepaths fight other telepaths etc. And also its has no definite form so whatever a telepath wants it to look like, it automatically looks that way and the stronger and more experienced the telepath, the easier it is to literally control the reality of the place and make whatever they want happen there.)
Even if it's a God-like Cable, in pure telepathy he may have more raw power than Xavier, but Xavier is so much more experienced that he would win in telepathy.
But generally, God-like Cable would win.
But normal Cable would lose.
Xavier preps himself on the astral plane making up several tonnes of Astral weaponry including an astral Batman (everyone needs batman as a weapon) Astral, Astral, Astral ,Astral .....
While Xavier's doing all this Cable has wheeled him out to the swimming pool and then dumped him in.
So Xavier is fighting Cable in the astral plane, and Cable is fighting in their physical forms??? Xavier could still win by using his astral powers to shut down Nate's mind
