Current Flash (Jay Garrick) vs Quicksilver

Last I read, the mantle of Flash has fallen upon the shoulders of Jay Garrick once again. In case you weren't aware, he has no access to the Speed Force and has roughly Mach 1 speed. How does Jay do against:

1) Quicksilver (Isotope E version) in a race?

2) Current Quicksilver (Terrigen Mists) in combat?

3) Quicksilver (Isotope E version) in combat?

4) Current Quicksilver (Terrigen Mists) in a race?

Pietro could just time jump a few days or weeks into the future and just walk to the finish line. then time jump back to the moment he left.

What the hell is that thing made of anyway?

I've seen that thing block lasers, bullets and a lot of other things a doughboys helmet shouldn't have been able to block
